The owner of a 2015 Kia Optima contacted the California Highway Patrol North Sacramento Area to report that her vehicle had been stolen.  The owner advised the vehicle was taken from her Carmichael home by an ex-boyfriend who was refusing to return the vehicle.  The California Highway Patrol verified the theft and entered the vehicle
